A mobilised society
The authorities quickly established a system for controlling the population. Excesses had to be avoided. Absinthe was banned; the sale of alcohol was restricted. Censorship was brought in and mail was checked.
News from the front was disturbing. Belgium had been invaded. The German army stationed on the border at the end of August, 1914. Stricter measures were deemed necessary to control the population. A ceasefire was decreed.
At the end of September, Taube aircraft and Zeppelin airships were stirring up panic among the civilian population.
