Return of the Refugees
During the German offensive in August 1914, civilians fled the combat zone. Starting in 1915, difficulties in food supplies as a result of the war and the naval blockade of Germany incited German authorities to repatriate “useless mouths”. At the end of the war, 500,000 people were repatriated in this manner during the war. They took the road home but they often had to wait several months before being able to return to their department of origin. Controls were very strict during the final weeks of the war.
